This morning, 7/1, I received the email below from a citizen victim

June 7, 2024: [Name redacted for safety] Hi Donna. My names [Name redacted for safety] My husband [Name redacted for safety] and I both are being harassed by a PJ and Tanner Simmons that work for Buffalo Peak. They've been now threatening us on the golf course property & just now came up to our house.

We have video footage and we begged them to leave. He kept flashing his gun on his hip to us on the side of his hip.

We have a 14 almost 15 month old daughter that was screaming and crying inside because of their yelling.

We do not feel safe and we've never had issues in Union before.

My husband was born and raised here. His grandma is [Name redacted for safety]. I'm sure you may know her.

But PJ now made the comment he's going to show up to [Name redacted for safety]'s work and harass him.

We are very scared now.

This is very unprofessional as he was keeping our property at the golf course and treated us this bad.

His coworker Tanner and their girlfriends came up to our property tearing our gravel driveway up by their driving.

Tanner mentioned you screamed at them on the phone for our review.

I am very sorry for all of this but our family is very scared.

They threatened our family and safety if we didn't take the review down I left on him.

This is the only reason why I took it down.

We will be contacting the Sheriff's Office as well.

You can’t steal thousands of dollars worth of taxpayer property or use your position as General Manager, County Administrator or County Sheriff to cover up the theft as a favor to your friends -thief one and thief two- or to save yourselves from embarrassment and accountability. Repeatedly prohibiting me from reporting a 2 month long slow rolling burglary of the maintenance shop was a criminal violation of your fiduciary responsibilities and demands accountability. Personally, it was difficult to stomach. Please preserve all evidence including surveillance footage from the maintenance shop and the photograph of the 5 ton floor Jack in the truck bed of thief #2 which left with him on his last day of work. As a reminder, the employee who took the photograph is the same employee who reported the original theft of a Cushman work truck by thief #1 that should have triggered a criminal investigation and not a felony conspiracy against the taxpayers of Union County.

To my fellow taxpayers who are paying for the stolen property, has an ongoing theft ring and rampant wage fraud been the reason that Bufalo Peak has lost money for decades? I encourage you to press the ringleaders of the Buffalo Peak Five - General Manager Dana Londin, County Administrator Shelly Burgess and Union County Sheriff Cody Bowen - to explain their involvement and failure to protect the publics interests. Don’t allow them to obfuscate or lie. Insist like I am that only an independent and thorough financial and management audit and a concurrent criminal investigation by Oregon Department of Justice and the FBI can begin to restore the public trust and confidence in our local government and law enforcement.

Please read the records request to the Union County Sheriffs Office and their response, and then the facts below.

Make the Buffalo Peak Five explain it to you like you’re not five years old.

(1) The initial crime occurred in the predawn hours of May 28th, 2025 and was immediately reported by the employee who had helped his supervisor thief one load the Cushman work truck on a trailer and then helped unload it onto a third party buyers trailer at thief ones residence.

(2) Within a day or two a UCSO Deputy came to Buffalo Peak and conducted a scheduled interview with the reporting employee.

(3) After thief one was allegedly placed on administrative leave pending an investigation and eventually was escorted to Buffalo Peak on two occasions by a UCSO Deputy to retrieve personal property (and at least twice without an escort WTF?)

(4) I requested a meeting with Bowen and the reason in my information request.

So :) (1) The response says no report was ever made at Buffalo Peak that matched any part of my request. This strongly indicates that from the moment the employee reported the theft there was a concerted effort underway to hide the theft and protect thief one. (2) Despite the fact that the interview was conducted as scheduled, there is no record of UCSO being at Buffalo Peak, conducting the interview or any record of the findings. (3) No record of a request for an escort or of UCSO being at Buffalo Peak. Retired OSP Detective Pat Montgomery reported to me that thief one and the UCSO Deputy were "bro hugging" during the process. (4) I provided the response to the La Grande OSP and asked for a sit down interview with a detective. Two weeks later I got a call from Lt Clay Stevens supervisor Baker OSP and reiterated to him that I wanted a sit down meeting with a detective not an administrator. He called again a few weeks later and told me that he had made some inquiries and that according to Sheriff Bowen the investigated had been closed and all the information regarding the incident was being kept "in-house" at the County Administrators Office. Lt Stevens also made it clear repeatedly that OSP would not investigate UCSO, I assume that UCSO is well aware of that fact and feel untouchable.

What do an uninvestigated June 1992 homicide, a February 1998 death under suspicious circumstances, the destruction of and tampering with evidence in a March 2000 Rape and Murder attempt, and the crimes committed at Buffalo Peak reported May 29th 2026 all have in common? Three successive corrupt Union County Sheriffs covering up horrific police misconduct in service to themselves for three decades. Just before Christmas 2024 I met with two FBI agents in Portland and for 45 minutes we discussed Color of Law and RICO violations committed by your predecessors. Like your predecessors, you have half-wits as co-conspirators. Your cumulative weaknesses are subtractive, not additive, and like them you have made mistakes that will expose your scheme.
